he charged Js Kaac to appear before the said Doom^r at the suit of Sam^l Cowle but
did not appear therefore stand in mercy of a fine

presented by W^m Quins overseer of the Highways of the said Parish that in
pursuance of the Law provided in that behalf and the direction and
appoint^mt of the Supervisor Gen^l he proceeded to make the said Roads
but was obstructed and prevented from proceeding on the said work
by Philip Clucas of the said Parish wherefore the said Philip Clucas
has incurred the penalties by the said Law provided and also the fine [illegible]
thereby imposed
