The Old House of Keys on Parliament Square housed the lower chamber of the Manx Parliament for more than two centuries. Bishop Wilson built a meeting house on the site around 1706, combining a small assembly room where the Keys sat with a library above funded by the Academic Fund Trustees, but by 1813 the Duke of Atholl described the structure as 'in the most ruinous condition'. Declared dangerous in 1817, the Keys temporarily moved to the George Inn while Thomas Brine, the newly appointed Clerk of Works, rebuilt the meeting house on the same site to a reduced plan that preserved the original window arches. After the House of Keys relocated to Douglas, the building was sold to Dumbell's Bank in 1877 and continued in banking use until the 1990s, when Manx National Heritage acquired and restored it as a museum of the Island's legislative history.
