This hall stands alongside St Matthew's Church on North Quay. The present church, one of the last works of the noted ecclesiastical architect John Loughborough Pearson, was built between 1895 and 1902 in the Early English style to replace an earlier St Matthew's chapel (founded by Bishop Wilson in 1708) that had become inadequate for Douglas's growing population and was demolished in 1898 to allow the Market Square area to be rebuilt. Its halls continue to be used today for meetings by local organisations.
