Manx advocate, and the compiler who first put the Island's statutes into alphabetical order.

His Statutes and Ordinances of the Isle of Man, now in force, alphabetically arranged was printed at Douglas by Briscoe in 1792, in octavo, running to a hundred and seventy pages, and inscribed to Alexander Shaw, Lieutenant-Governor and Chancellor. A further edition followed in 1797, and it was to Stowell's edition that later writers sent readers who wanted the Act of Settlement of 1703 and the explanatory Act promulgated on 6 June 1704 at length, those being the Acts the inhabitants esteemed as their Magna Charta.

His wife Ann, born Brown, died on 27 July 1783 aged forty-four. The Malew inscription records her as the mother of fifteen sons and one daughter.
